PALIKIR, Pohnpei (FSM Congress): November 6, 2002 - Speaker Fritz called the 24th day of the Fourth Regular Session to order this morning with 13 members present and Senator Isaac Figir excused.
Standing committee Report No 12-109, which intends to amend title 9 of the FSM Code as amended, by amending section 707 to correct engrossing errors was adopted. The three other standing Committee Reports were all deferred to the next day session. Deferred reports include SCR No 12-110, on a resolution acceding to the New York Convention on the Recognition and Enforcement of Foreign Arbital Awards, SCR No. 12-211, a resolution to ratify the United Nations Women, with reservation, and finally SCR No. 12-112, a resolution to ratifying the Convention on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean.
Congressional Bill No. 12-143, on pertaining to Standing Committee Report No. 12-109, passed First Reading, recommended by J& GO Committee. Passed its Second and final Reading was Congressional Bill No.12-19, recommended by HESA Committee to eliminate the advice and consent requirement with respect to appointments to the National Board of Nursing. Congressional Bill No. 12-12-66 and 12-145 CD1 were deferred. Congressional Bill No. 12-12-66 is proposed bill to enact a new section 209 and a new chapter 7 of the FSM Code to incorporate the Basle Principles and other international standard of banking supervision into the banking laws of the Federated States of Micronesia. Congressional Bill No. 12-145 is a proposed bill to amend section 2 of Article XIV of the Constitution of the Federated States of Micronesia to provide for putting the Question of a Constitutional Convention to the voters every 20 years.
