FSM Office of the National Public Auditor Peer Review Outcome

Palikir, Pohnpei (FSM Information Services): August 4, 2009 - The Association of Pacific Islands Public Auditors (APIPA) has completed a Peer Review of the FSM Office of the National Public Auditor (ONPA) and found it to be in full compliance with Government Auditing Standards for the period reviewed. A Peer Review is an external quality control review done by a team of auditors from the APIPA and is required at least every three years for all audit offices issuing audit and attestation reports guided by Government Auditing Standards. A rating of "full compliance" is the highest of three possible ratings issued in an external quality control review.

The review period looked at audits and attestation engagements during the timeframe of September 1, 2005 through Sept 30, 2008. The review was conducted by a APIPA team headed by Charles Hester, APIPA Peer Review Technical Consultant, Atmita Jonathan, Acting Auditor-General from the Marshall Islands' Office of the Auditor General, and Rodalyn May G. Marquez, Audit Supervisor from Guam's Office of the Public Auditor. The expenses of the Peer Review were paid for by the U.S. Department of the Interior's Office of Insular Affairs.

In a letter to President Mori, the APIPA team said, "It was a privilege working with the staff of the National Public Auditor's office, most especially Mr. Haser Hainrick, the National Public Auditor. Each member of Mr. Hainrick's office was most cooperative and helpful to the team and exemplifies the highest standards of the auditing profession."

The full report of the Peer Review is public information and the working papers and other supporting documentation accumulated during the review is maintained by the ONPA and can be accessed there for review.
