The Terms of Reference for the survey was developed by the Office of SBOC, also the Secretariat for the President's Task Force on Compact Impact, which is chaired by Vice President Alik L. Alik. During the most recent Micronesian Legislative Conference, held in November 2011, a resolution was passed expressing support for the President's Task Force on Compact Impact (MLCR No 11-3). The survey itself will be a representative sample of emigrant Micronesian households in Guam, Saipan, Hawaii and the mainland United States and is meant to gauge the economic wellbeing of the emigrant households, the degree to which they depend on US federal and/or local State government support and their contribution to their local communities and home islands in the FSM. Funding for the survey is made available by the FSM Congress, at the Mori Administration's request. The survey will be ongoing for five months, beginning on March 1, 2012, with design and implementation during the first four months and the fifth month allotted for collation of the data and completion of the final report due to the Office of SBOC at the end of July 2012. All personal information and data gathered as part of the survey are guided by strict terms of confidentiality.
