President Mori call for First Special Session of 15th Congress
Palikir, POHNPEI (FSM Information Services): July 6, 2007 - The First Special Session of the 15th Congress of the Federated States of Micronesia has been called to convene on July 10, 2007.
In accordance with the FSM Constitution Article IX - section 16, President Manny Mori has called for the FSM Congress to address those issues of national concern during a proposed 10-day Special Session. Urgent among the issues transmitted by the President are the following:
Executive Re-organization Bill - a proposal to reorganize the structure and functions of some of the existing departments and office of the Executive Branch.
Cabinet nominations - to submit the new Administration's nominations to head the departments and relevant offices of the national government.
Asian-Development Bank Private Sector Loan - two separate bills on the issue are transmitted to Congress, one to amend Public Law 13-53 on the 1st Tranche of the loan to re-designate some funding towards the Executive Steering Committee on Tax Reform; and the other bill is to appropriate the 2nd Tranche of the program loan.
Supplemental Funding - an amendment to the FY-07 Budget to appropriate funding towards: the FSM's participation in the South Pacific Games, supplement inauguration preparations and towards further payment of the loan by the Micronesia Long Line Fisheries Corporation.
Micronesia Energy Corporation - to enact a new Title 27 of the FSM Code to address the essentials of creating an FSM Energy Corporation as a public corporation.
President Mori transmittal said he looks forward to Congress's favorable consideration of the transmitted items. He further invited Congress to "consult with the various departments for further information" on any of the submitted bills.
