President Manny Mori Signs FEMA-FSM AgreementPalikir, POHNPEI (FSM Information Service): September 18, 2007 - President Manny Mori signed, on September 12, 2007, the FEMA-FSM Agreement securing the FEMA assistance pertaining President Bush July 31, 2007 declaration of emergency for the state of Chuuk due to damage caused by El Nino Southern Oscillation (ENSO) related drought that results in the loss of agricultural production in the southern portion of Chuuk state. The emergency (FEMA 3276-EM) was a result of a high wave event that washed over the affected islands on March 5, 2007. The adverse impact to health and property in Chuuk State did not become fully apparent until April 2007. The signed Agreement designates Vice-President Alik L. Alik as the President's Authorized Representative (PAR) empowered to execute on behalf of the FSM all necessary documents for disaster assistance, including approval of sub-grants and certification of claims for Public Assistance. Mrs. Oleen P. Peter, also in the Agreement, is certified as the Alternate President's Authorized Representative and is similarly empowered. Likewise, Mr. Ihlen Joseph and Mr. Johnson Asher are also certified to carry out duties in compliance with the Agreement. Witnessing the signing of the Agreement were U.S. Ambassador, Her Excellency Miriam Hughs, Stephen Hambalek, Public Assistance Officer, Region (IX) and Mr. Kenneth R. Tingman, Federal Coordinating Officer Region (IX) of FEMA and FSM Secretary of Foreign Affairs, Mr. Lorin Robert. |
