President signs more bills into lawsPalikir, POHNPEI (FSM Information Service): October 15, 2007 - President Manny Mori designates more Congressional Acts into Public Laws. Public Law 15-10, to appropriate from the fiscal year 2004 Education Sector carry over funds, a sum of $9,126 to fund the FSM National Government Educational Support activities. Public Law 15-11, to appropriate $37,768,099 from the general funds of the Federated States of Micronesia for the fiscal year ending September 30, 2008, to provide funding for the operation of the Federated States of Micronesia, its agencies, various programs, grants, subsidies and contributions. Public law 15-12, to further amend Public Law No.13-57, section 1 to authorize the use of $500,000 from the first trench of the FSM National Government's portion of the private sector development program loan from the Asian Development Bank, to fund various consultants required for private sector development, tax reform effort; and to amend section 2 to eliminate the lapse date for unexpended funds. Public Law 15-13, to amend Public Law No. 14-84 section 1 and 9 to change the uses and allottee of certain funds previously appropriated therein for public projects and social programs in the state of Kosrae. President Mori vetoed one Congressional Ac, and it is: Congressional Act No. 15-22, an Act to appropriate the sum of $2,100,000 from the FSM General Fund to fund public projects and social programs in each of the states. Congressional Act No. 15-13 becomes Public Law No. 15-14 without the President's signature. This Law amends title 4, section 108, to increase the salaries of the Chief Justice and the Associate Justices of the FSM. One Congressional Resolution was adopted: Congressional Resolution No. 15-52, congratulating the nine (9) athletes who represented the Federated States of Micronesia at the 2007 South Pacific Games in Samoa for their outstanding performances, by Senator Joseph J. Urusemal. Included here is Presidential Communication 15-66 introducing two bills for Congress to act upon. The first bill provides for the appointment of the FSM representatives to the Joint Economic Management Committee and the Joint Trust Fund Committee in accordance with the Compact of Free Association, as amended, between Federated States of Micronesia and the United States. The second bill seeks Congressional approval of the designated use of the China financial assistance of US$4,000,000.00 to the Federated States of Micronesia for the expressed purpose of "assisting emergency government financial reforms" relating to the Chuuk State Reform MOU of July 2007. |
