JEMCO Approves Resolution 2009-11 on Education Sector GrantsPalikir, Pohnpei (FSM Information Services): October 14, 2009 - During the last JEMCO meeting in Honolulu on September 1st, 2009, JEMCO Resolution 2009-6 stated that "JEMCO will consider funding for the FSM National Department of Education when the FSM provides a financial plan that is aligned with the FSM National Department of Education's Integrated Performance Plan." (Note: Each of the five FSM Departments of Education outlines their activities using Compact Education Sector and Supplemental Education Grants through an Integrated Performance Plan.) Since then, the FSM National Department of Education (NDOE) has submitted its Integrated Performance Plan to the 16th FSM Congress, which subsequently approved the plan. In addition to this plan, Congress also endorsed the NDOE's Trades, Training, and Testing Program (T3) Transition Scheme, which proposes to transfer the historically national government run program to the four state departments of education.. On September 20, 2009, to satisfy JECMO Resolution 2009-06, the Government of the FSM provided a financial plan to the U.S. Office of Insular Affairs that was aligned with the National Department of Education's Integrated Performance Plan. As a result of these collaborative efforts, JEMCO has approved the funding for the National Department of Education by passing JEMCO Resolution 2009-11 and added another $603,240 to be allocated for the Fiscal Year 2010 Education Sector Grant to the previous allocation made by JEMCO in early September. |
